Pokémon Scarlet and Violet have many different Pokémon to search for and catch. They can be found throughout the Paldea region, even in the sea. How to get Cloyster in Pokémon Scarlet and Violet
To evolve Shellder into Cloyster in Pokemon Scarlet and Violet, you need to find a water stone. Shellder doesn’t evolve by simply leveling up, just using a water stone. These can be purchased at the Delibird Presents Stores after having defeated three gyms. You can also find them walking along the beaches of Paldea and collecting the golden sparkles. These have a small chance of being water stones.

Once you have a water stone, place Shellder in your party and press X to bring up the main menu. Select Bag and then go to the tab represented by the candy icon – this is the Other elements tab. Scroll down, find the water stone, then press A to select it. Choose Use this article, and then select Shellder. This will evolve into Cloyster.
Cloyster usually doesn’t learn moves upon leveling up, but he can recall moves at any time to relearn old moves. This means that she doesn’t need to wait to evolve Shellder until she has learned a good set of moves.
